The State Council for the Participation of Children and Adolescents (hereinafter, CEPIA) is a permanent body and stable consultative, representative and participatory body for girls, boys and adolescents in our country attached to the Ministry of Youth and Children.

The CEPIA was established through Order DSA/1009/2021, on September 22, 2021, although the date of its launch and first General Assembly was December 9, 2021, and it is currently regulated by Order JUI/80/2026, of January 29, 2026.

The CEPIA is a participation forum at the state level, within which the girls, boys, and adolescents of our country can freely express their ideas and propose measures, advocate for the social recognition of their rights, formulate proposals on issues affecting them at the state level and act as spokespersons and intermediaries for the rest of the country's children and adolescents before public institutions. Currently, CEPIA is part of the Steering Committee of the II Human Rights Plan, the Advisory Committee of the National Strategic Plan for Reducing Childhood Obesity, and the RTVE Children and Adolescence Observatory as a member.
